It's always the full game up to the current progress state. Example: V0.28 is included in V0.29 With each update the game is growing. The more support I get, the faster I can develop the game.
Could i also ask whether the update comes out for android the same day and if you have an rough estimate or even the actual number for how big the file would be thanks for your answer beforehand

Should be abot the same size as the last version. Android and PC are released on the same day.
